The Order of the Red Banner No. 11714 was awarded to the head of the 8th outpost of the 82nd Restiken border detachment of the NKVD of the Murmansk District, Lieutenant Popov Vasily Dmitrievich by decree of 26.04.1940.
The Decree of the Central Executive Committee of September 16, 1918 established the Order of the RSFSR “Red Banner”, and after the formation of the Union of Soviet Socialist Republics, the Decree of the Central Executive Committee of the USSR of August 1, 1924 established the Order of the Red Banner of the USSR.
The Order of the Red Banner was established to award for special bravery, dedication and courage shown in the defense of the socialist Fatherland.
