On the chest of the eagle is an overhead shield-coat of arms covered with red enamel with the figure of St. George the victorious, striking a dragon with a spear.
Such a sign of the type of wings and rider described by S. B. Patrikeev and A.D. Boynovich should be WITHOUT a crown-the Provisional Government.
