The medal was awarded to generals, officers and lower ranks of both combat and non-combat, military and naval departments that made up the Sevastopol garrison and were located on the North side of Sevastopol; civil officials of all departments that were in the city for service; all residents of Sevastopol who took part in the defense of the city, including women.
