In July 1837, Emperor Nicholas I approved a new regulation on the Zemian police, prepared by the Minister of Internal Affairs, Count D.N. Bludov. According to it, stations were established in the county, which led to an increase in the number of police officers. Each of the stations provided for a precinct assessor, he was also a bailiff appointed by the Governor from candidates submitted by the noble county assembly. If earlier the lower Zemsky court included 5-6 people, then after the introduction of the post of station officer already 9-10 people. The bailiff had to live permanently on his site, for which purpose he was given the opportunity and funds to purchase a house. When the bailiff became, there was a messenger who also performed police functions. Under the command officer were hundred and ten, chosen for this position respectively from every 100-200 and 10-20 peasant yards. They had to report weekly (in addition to emergency cases) to the apartment to the police officer and inform him of all incidents that occurred in their village or village.
