The medal was established by a decree of the Presidium of the Supreme Soviet of the USSR dated July 28, 1978.

The medal “For the development of the subsoil and the development of the oil and gas complex of Western Siberia” is awarded to active participants in the development of the subsoil and the development of the oil and gas complex of Western Siberia for their dedicated work in the identification, exploration and development of oil and gas fields, production and industrial processing of oil and gas, construction of industrial and residential and civil facilities, highways, energy supply, transport and other services for the production of the oil and gas complex, as well as employees of scientific research and design organizations, institutions and organizations of the non-industrial sector, party, Soviet, trade union and Komsomol bodies located on the territory of the oil and gas complex, who have contributed to its development with their conscientious work.

The medal is awarded to workers and employees who have worked in the oil and gas sector of Western Siberia for at least three years.

Approximately 25,000 people were awarded the medal.
