By the decree of the NKVD of the RSFSR of October 28, 1917, the workers' and peasants' militia was organized. The workers' and Peasants' militia was under the jurisdiction of the People's Commissariat of Internal Affairs and its local bodies. Thus, the principle of double subordination (NKVD and local councils) was preserved. The police consisted of: city and county police, industrial (factory, forest, etc.), railway, water (river, sea), search police.
